Someone did this for M3 as a freebie and someone else just released a freebie along these lines for m4/v4.

You might want to fix your signature link. There's an extra http// in it so it doesn't work.

Well I'm the one who did a Little Person Freebie for M3... http://www.sharecg.com/v/31761/Poser/Little-People-for-M3-plus-Texture
Not sure who's done the M4 freebie that was mentioned.
Here's the promo renders

@Flamewing— thanks for that correction! I've updated it.
@DraagonStorm— Very nice. I've downloaded it and will probably use it somewhat. Yours is fairly tall, about 4" taller than mine (just guessing, based on M4 and M3 being within 0.5" of each other).
Until the Mil 4 freebie surfaces, I'll still go on.
I'm not sure, but maybe KrosRhodes was thinking about the Marvelous Morphs pack for M4 and V4, although it isn't free.
I'm planning to do this for both V4 and M4. I also intend to have demo pictures with the figures clothed to show what happens to them. I know that with the MM pack clothing sometimes does strange things (like bunching up on one side and not the other).
In addition to the morphs, I would like to do poses & facial expressions that work with the morphs.

Yakasobi,
More dwarf morphs are always welcome. One area I would recommend concentrating on is how well the elbows and knees bend. If you are doing it by scaling alone be watchful of the joint centers.

Here's the clothed version (DAZ Valiant tunic, boots, pants) of the previous.
No change in pose or morph, just made the clothing visible.
It seems that the only problems are with the clothes. I was able to get the dwarf's left tunic arm fix by changing the y-scale, but the right arm didn't work the same (notice the bump).
It seems that scaling is not built into the clothing.

This is what I was referring to in the legs, note the calf area. Not normal.
The elbows have a bump.

Since comments were made about my set, I have to make sure the information is accurate.
The Marvelous Morphs set comes with both a V4 and an M4 version, and all existing poses (and expressions) for each figure work very well with this set.
Admittedly since this is an extreme morph from the standard M4 shape that poses are generally designed for, there will be some tweaking required. But that would be true for any such set, and expected.
Alot of care was taken to ensure all joints bend and move properly without distortion.
The clothing morphs included in the set work well with all clothing items, and on the instances where the clothing sets have problems in how they are made, Lyrra took the time to include tools in this set to ensure that even those could be made to fit properly. There is even a tutorial as to how to do that included in the set.

We did our best to make our Marvelous Body set as flexible and easy to use as we could. But .. there are program limitations at play here in poser, and totally different issues popping up in DS.
In poser it can cause all sorts of problems to pose scaled conforming clothing. It is possible to work around them. You'll find that since the rotation points don't match up between clothing and figure sometimes at pose the clothing pops loose and needs to be scaled a bit to fit again. But unfortunately, since this is an issue that the owners of poser have known of for some time and have not yet fixed I'm afraid we're stuck with what we have for the time being.
In DS the issue seems to be the clothings setup itself .. DS uses some smooth scaling zones which are generally ignored by poser clothing makers since they don't affect poser all that much. The result is various items not propagating the scaling smoothly along body parts in DS. We saw a LOT of this adding Freak morphs into clothing in the last month or so. In DS its easy enough to adjust on the fly if you have the setup tools, but since most people don't, I've found gently nudging the scale of the bodyparts sometimes makes it start working again.
Rawn was originally going to release this set with just the morphs and maybe my magnets to fit, but I convinced him some sort of fitting solution was needed for clothing. So .. I did the best I could with the limitations in both programs. I'm afraid that leaves some adjustments up to you guys when you use the sets. But at least you aren't starting at zero with nekked dwarves and giants and heroes, eh? *lol*
I can, if you guys like write up a 'how to make a scale pose' tutorial so you guys can make quick fit poses for clothing you use often once you fit it once. Needless to say this isn't a pose type Poser makes natively (oh would it were so easy!)

That would be awesome Lyrra if you have the time. You two have put so much loving work into this set already, that you've gone above and beyond the norm already. Thanks to both of you for that!

That is M3 with the Little People pose.
RawArt:
your pose set looks real good. Is it for sale here or your site?
Never mind, I just found it and picked it up
