Is there any way to export a character with LIE on it in FBX format?

Nope~ I'm afraid you have to bake the layered images first...

"With LIE" is kind of the wrong way to think about it. When the Layered Image Editor is used, it creates a temporary image file containing all the layers. You can find it in (off the top of my head) appdata/roaming/Daz3D/(the version you created the LIE in)/temp. In my experience, exporting a figure with LIE textures does export the temp file, but only for diffuse/base color, so if your LIE textures also apply to the normal, roughness etc. you're best off collecting those temp maps as well to apply them in your target program. If you hover the mouse over a texture map in the Surfaces pane it will pop up the file name and location.
