Can anyone point me to outfits for general townspeople in a Western town? As well as average citizens, I'd also like some outfits for well-to-do characters who might be in the Western Express Dining car.
Ideally Genesis 8 or 3 for main characters, but earlier generations might do for Extras.

For eastern USA in particular at this time period the dress was likely not that different to what was worn in European cities of the same era. As such you could search in Victorian clothing: eg:

Absolutely. Since the Cheyenne Bundle for V4/M4 about 800 Daz years ago, there has only been one halfway serious male outfit for G2M - and it had no shoes. As we all know, the historical Native Americans didn't like to walk around barefoot, just like us.
For Central America, there's the beautiful G8M Aztec Warrior set from Meshitup, but that has no women's clothing. South America doesn't come up anyway, neither with the Andean nor the Amazonian cultures.
It would be a good start to simply bring the old Cheyenne bundle up to date, because that was very good.
Thanks for all these. I'd picked up most of them when originally planning a western-themed episode and hadn't picked them up on a search when I started to put scenes together. That's the trouble with having 7000+ content items which I'm only just starting to organise.
The Victorian theme is good for the train passengers, since it's supposed to be people on their way to a Civil War victory celebration. There are some old-fashioned skirts and blouses that can be mixed and matched for "ordinary" female characters.
It would be nice to have some Union uniforms as guards on the train. Also some Confederate uniform elements that could be spread around post-war rebel groups

I was going to recommend the 'Shenandoah' series because many soldiers after the Civil War went West and had only their uniforms and worn them to rags, until they could replace them.

From family photos of the late 1800s/early 1900s, women in the West often lived in a long skirt, long sleeved blouse, boot-like shoes, and tried to protect their faces with hats/bonnets, the men in pants with suspenders, shirts with that stand-up collar (not a fold-over one), long sleeves, pants that fit over boots or tucked insides and were loose enough for chores and sturdy. Women wore their hair up from the teens, little girls had them down for dress up, but in pigtails,braids otherwise. Skin was covered up from neck to wrist.

Another thing to think of would be shaders to update 3DL to Iray or to vary what you have. For a normal person, stay with cotton, wool, linen and subdued colors and small prints. For elegant, rich people there you can have silk, satin, brocades, and the jewel tones.
Jewerly needs to be carefully selected for the period. Mattymanx's Jeweled Excellence series is the closest I have seen to the jewels my father's family passed down from that period. On my mom's, they just tried to survive. Clothes became quilts, they hunted, fished and grew their own food.
Your family history has provided some good confirmations of what to look for. Since the plan is to rob the train, the jewellery tips could be handy.

Basic plot has 2 sites. A small town close to a watering halt on a desert railway and the halt with and without a train.
The town will be an amalgam of various Western towns on Daz & Renderosity sites. The rail line is a fairly recent release:

With most of the able-bodied men away on a cattle drive, the town is taken over by outlaws assembling for an attack on a train. The train carries rich cattle merchants and their families on the way to a celebration of the end of the war as well as buying cattle to ship back East. With cash for the cattle auction as well as personal jewellery, it's a tempting target for ex-Confederate soldiers, now turned to crime.
