[Can we have a Genesis 9 male character whose between ages of 21-23?] He'd have a likeable face, like he's a great guy who can get a long with everyone, yet he still looks masculine.

Having an older brother (now 76) who was an Engineer, going by the pocket protectors I'd say you're going for the younger version of him.
You can get the pocket protector clothing from the Lovable Nerds Bundle.
I have a set of male morphs between the ages of 18-30 (mostly head 03 with a little 02 mixed in) that you could mix and match to get closer to what you want. I also converted the outfit from the loveable nerds set for G3M.
Since I can't still post images in the forum, you can try to see what I made after about 5 minutes:

Skin, eyebrows, etc will change the look of the character to make them older or younger.
I also used Holden (thank you for yet another awesome product, Male-M3dia!) to create what I thought a 20-something year old male might look like.
He's using 50% Holden's body, with a touch of Growing Up and Toon Hero added. There are also a few shaping morphs dialed in for some finishing details.
I didn't finish with him due to a line of severe thunderstorms moving through our area.

Attachments not working for me at the moment...I was hoping for a DAZ Original Genesis 9 male masculine normal and detailed maps for a male between the ages of 21-23.

I tried using an older masculine character, then reduing their normal map strength, but it didn't look as good as I'd hoped.
Reducing normal map strength is not going to make someone look younger. That just reduces any details wanted in the render. You'd want face shapes that have features to make a character younger. But good luck in your search

Have to agree on the request in general though. But I must admit, Holden totally went beneath my radar. I suspect because the product page focusses quite heavily on the bodyshapes, which I find too heavily muscled (like sadly 99% of the male figures in store), unrealistic, and therefor totally unappealing. But, the head morphs do actually look useful, so I wishlisted it just now.
I'd really have to disagree on the unrealistic part. That's really a matter of opinion, and you shouldn't use your opinion as fact. As I advertised this is a "Fit, athletic shape" which I used references to create. So if I had a photo reference of a young male with an athletic shape (with thinner legs) and I made a modification on the glutes to make them bigger as a morph additive, that shape cannot be unrealistic because it belonged to an actual young male. I have too many anatomy books and references that I use in my products and it takes a lot of work to get them working on a base genesis figure. That's why my products have so many JCMs added so it bends correctly; QA and I go back and forth to make sure these bends work well for the poses users will throw at it
Also I don't make plain male shapes unless it's for my male teen shapes because those don't sell and you can get those by spinning dials ;)
Daz characters have morph dials for a reason, so end user can customize their own character ideas. Just play with the percentages and generate your own unique characters.
What the PAs and DAZ 3D get wrong is that males and females that are that heavily muscled and cut will have very low fat faces too, so much so that you can mistake their age quite significantly sometimes.
This is a blanket opinion as well, as you can do a quick search on google using (in this instance) the search "muscle dude" and the resulting images are going to be in line with what's sold. Since the fat is stored in cheeks and under the chin, you can look younger if you went from being overweight to thinner because you lost those fat stores. But if you have a cut body, it doesn't mean your cheeks are going to be sunk in. It's all about bone structure as well
Bodies that would most likely have low fat in their faces are those that do long distance running; they have low fat, but their bodies aren't big and muscular.
Yes, I've been wondering about this for a long time: all those fantastic long-distance runners from Kenya or Ethiopia are as thin as string, even though they put their muscles under extreme strain. Great muscle performance obviously has nothing to do with the grotesquely pumped-up muscle mountains of bodybuilders or weightlifters. Of course, different types of sport use the muscles in different ways.
I saw this video where they had a small gymnast, a guy that lifts weights and a big bodybuilder and the bigger guys tried to mimic the movements the gymnast did, And the gym guy barely did the moves and big muscle dude just landed on his face when he tried a handstand
Low distance running = (being really cut and with some going so far as to intentially partially dehydrate) cut = low fat in faces with sunken cheeks aka none of the fat of what some colloquially call baby fat.
I find gymnast the most amazing atheletes of all those specialties. They seem better balanced in muscular capabilities.
My son has worked out religiously for years. When he started a decade ago, I suggested to him that he also take up gymnastics, yoga, or some kind of dance. He incorporates yoga for posture, balance, and to maintain mobility and range of motion. While he can't lift or press as much as my massive bodybuilder friend, he can run circles around him, because my friend's range of motion and thus balance is hampered by his bulk.
