Do tags persist?

Tags are the first thing to interest me about 4.9. Are they persistent? That is, will they still be there if I move the asset they're attached to, or rename its folder? Or are they external and static, like categories, breaking if I move the asset file, or rename its folder? The former is useful to me, the latter is not.
