I'd like to ask, is Stephanie 3 still available in the DAZ Shop?  Reason I ask, is because I am very interested in purchasing an outfit package for Stephanie 3.

Also, if I were to have Genesis 1/2/3 figures wear Stephanie 3 clothing, how could I do that?  Would I have to create a clone?  And if so, how could I do that?

The shapes for Genesis Chohole linked to includes a SP3 clone for G1.

You could also create one yourself, there are tutorials on how to create V4 clones for the various genesis figures and the same principles would work for SP3.
