How to add eyebrows?

I have a number of seamless skin textures I'd like to use on figures, but because they're just skin it means the figure won't have eyebrows. Does anyone know a solution to this?

Use a photoshop brush or an eyebrow resource or clip brows from a resource photo.  These are the ways I am familiar with.
