Selecting or Uploading an avatar icon

Where or how does one select or upload an avatar icon. I've been trying to find something on the gear icon, or elesewhere. It escapes me.

    clcik on your name below the default avatar, which takes you to your profile, click on 'Edit Profile', and then click on "Change my Picture"
