Unable to rename custom actions

Custom actions in the favorites or script menu cannot have their names changed, the preferences wont allow you to do much more than delete them and put them back, once you try that it will remember they were used at some time and rename them back to what they were. Deleting the favorite or scripts drop down in the main menu bar and recreating them by adding a script will do the same. Is there another way to edit the names without tampering with the registry?

    F3, Custom... select one Action, RMB click menu - Edit Custom Action, then change Menu Text as you wish.
