Unable to have smoothing modifier

Why are some clothing items unable to have Smoothing Modifiers applied to them? This negates the usefulness of smoothing modifiers to a considerable degree. It also is another argument for DAZ3d adding a Smoothing Brush to DS.
Is there any way to force a clothing item to take a Smoothing Modifier?

Do you get an error when applying a Smoothing Modifier? Do you have some examples of things which won't smooth?
There is no error message per se, just a messsage saying that a Smoothing Modifier cannot be applied (as shown in the attached image).
An example of such a figure is The Peter-Pan Collar Dress from the DAZ shop (http://www.daz3d.com/h-c-peter-pan-collar-dress-for-genesis-3-female-s)
I don't have that item, presuambly something about the mesh is incompatible with the algorithm used to perform the smoothing - can you convert the emsh to SubD or does that too fail?
Usually that message means that the item already has a smoothing modifier applied. Look in the Parameters pane General section and see if Mesh Smoothing is listed. If so, then that was the issue; it was already applied. If not, then follow Richard's advice to give an example so we can try to reproduce/identify the problem, or submit a help request to customer service technical support.

Hi Barbult, You are right. The object does have a Smoothing Modifier already attached. So maybe the message should be changed from not being able to have a Smoothing Modifier to "The node already has a Smoothing Modifier" something for the devs to consider, maybe.
The Smoothing iterations were set at 2 and the Collision iterations were set at 3. I bumped those up to 20 and 5 respectively and this gave a much better fit.
