    What video card?

If you don't have a video card, but are using onboard graphics (probably Intel), then you may be out of luck.

Even with default Microsoft/Intel drivers for Intel HD Graphics GPUs they have built in openGL. I think the latest Intel HW/SW combo supports openGL 4.x.

If you are talking supporting openGL in CPU SW only at a higher level than your video HW can support then you will need to find, download, and re-install that SW although most SW that uses openGL will ignore such SW only support.

The problem is, the 'default' drivers that come with Windows will 'kill' all but very basic functions, at the driver level, if it decides it's an obsolete chipset...
