I am looking for a similar style of dress as in the image for V4 or Genesis, specifically the long skirt and its decoration. It doesn't have to be the same, just similar.

Almirena is nice and has good add on texture kits:

Maybe this dress?

Thanks for your suggestions.
The first is not exactly what I had in mind and I have the Flamenco dress, it is a poser dynamic dress, does not work in DAZ Studio. Here is the Flamenco dress in one of my renders:

Have you looked at RDNA? They have a lot of Victorian/steampunk inspired stuff.
Like this?

Yes, I have, including the 9MBI catalog which has a ton of dresses. The stuff at RDNA that came close are either too early western or Victorian, or the skirt is plain (no frills) or not long enough.
other than the back, looks like http://www.runtimedna.com/SteamPunk-Outfit-for-V4.html
What kind of dress do you consider it to be?
The skirt, at least, looks Victorian to me.
Could be wedding dress: or ball

By Victorian I mean the dress doesn't follow her curves naturally as a modern dress. The dress I am looking for has to be simple at the top and follow her curves down to below her thighs, and then the skirt starts with ornaments. Just like in the picture.
I am not sure what type of dress that is, could it a bridesmaid dress? But it is in black, do they come in black? (Just Googled: bridesmaid dress black, apparently black is a color for a wedding, too, I would have thought it more for a funeral).
I am clueless as they come with it comes to fashion.
I thinking formal wear but DAZ is not letting me see the product images, see evening gown or Renaisance romance

an OLD V3 dress: http://www.daz3d.com/shop/clothing-accessories/formal-clothing/bridal-design-kit-2
You MAY have to do some Photoshop to get the look.
Victorian type dresses usually have boning in the corset. Not very flexible or comfortable for sword play given how uncomfortable I found trying to even do something simple like turn and bend while wearing one for a re-enactment once.
This one may come fairly close

The skirt from Sugar Dolls has shorter ruffles than the ones you want, but it might be a start:

Is this the same style? I mean, this version looks tacky but it's easier to see what's going on with the skirt. That site calls it a tiered ruffled mermaid dress - dresses that are tight through the upper thighs and then go out are called mermaid dresses: http://www.magicmomentsprom.com/item/IS_Tiffany_Designs_16664_Prom_Dress/58745/c177
Fashion-wise, I think what you're looking for might be a quinceanera dress or a quinceanera-influenced prom dress.
I'd say it's at least inspired by Victorian-era skirts. In particular, the kind that have ruffles in back, forming a bustle. Here's a very simplified version:

Some Victorian dresses had very elaborate ruffle bustles, where the ruffles go all the way down the back and around the hem of the skirt.
But I suspect that would be kind of a pain to do in Poser. What happens when she sits down? Extreme poses in general would be a problem, because the ruffles would deform unnaturally. With a full skirt, it wouldn't matter so much.
Maybe you could do something with the bustle in the MFD expansion pack? Combined with a skirt that has ruffles on the bottom, like the one of the flamenco dresses.
Yeah, I did some searches and found the type of dress to be a Ruffled Gown, used as a prom dress or described as "Ruffled Dresses are a big hit on the red carpet and at prom."
I have found a few more using the keyword Gown when searching. Thanks for all the help.
