DS4.9 reinstallation hangs on CMS install?

in Technical Help (nuts n bolts)

I just redownloaded and am in the process of reinstalling DS.49 64-bit. Its green bar is mostly full, it's at the "installing Content Management Services" stage and it doesn't seem to be advancing. I seem to recall going through this before, but I can't think how I got it to work. Thank you in advance for your help!

    Have you been watching the install progress?

    Does the Visual C runtime installer pop up?

    It could be Win10 not allowing the VisualC package to install, because it's not the same installer.  Check for 'hidden' permission to install windows...

    I can't quite remember which VisualC package is needed, but you should be able to install it manually and the install should work, then...

    I didn't see a Visual C installer. I tried installing the most recent Visual C 2015 for Windows 10 64 bit, and it didn't seem to help.

    What did seem to help was going into install manager, uninstalling PostgreSQL CMS, and then reinstalling it, (not the conversion from Valentina one, the other one).
