Does Predatron's Army General Uniform really require the Elite Human Surface Expansion Pack?

I'm wondering if there's a mistake in the catalog because (1) it seems odd for clothes to require an additional pack and (2) the uniform says it's also for Poser while the Elite Pack is Daz only.
