what controls the order of Categories?

What controls the order of categories? I always thought they were alphabetical, but all of the sudden they got shuffled around on me, I'm not sure why.

    Ok, thanks.

    Hopefully somebody will find a way to reproduce it on command, then we can get it fixed if it isn't already fixed in the beta.

    In the latest beta, it's alphabetical...

    I even went and manually rearranged the txt file listing the categories and restarted DS. It came up alphabetical.
