I have attached before and after images of transfer utility.
Why does this happen. Anyway to rectify it.

Protip for keeping to forum rules, use the Genesis 'wetsuit' materials or pure grey Genesis when showing 'pop out' like this. Anything showing breasts is a no-no.
As for why it's happening, it looks like the item you imported was built off a changed mesh. You need to 'reverse source shape from target' when importing it, as it was clearly designed off Victoria. If you don't, the system automatically reapplies the Victoria morph, which naturally changes the shape.
I cannot click on reverse source shape from target option
It is simply scale problem , when use transfer utility,
you need target obj( your suit) fit to 100 % scale genesis.
the figure seems be applied already victoria 5, or etc
it may change genesis size to 95% by ERC, when apply victoria 5 morph.
I say again,, You need to make obj which can fit 100% size genesis.
if I were you , load your obj (you made) then parented genesis (with the vicotria5 shape)
then select genesis, go to parameter tab >Transform>scale change 100 %.
it can resize your obj (suit) can fit to normal genesis size.
then ,,, unparent the obj,, export obj (name as suit_100 etc)
in daz stuidio, load genesis apply morph (vicotria5 ) then change size 100 % as same as above.
import the resize obj (suit0100)
then use transfer utility with reverse option. it must work.
save it as figure or prop, then load V5 in ds, load the clothing,,
it must fit V5 and V5 morph scale!!! or other shape of genesis morph
V4 for genesis, V5 super model,, etc,, and size.
you may feel happy OK!?

if it is not V5 moprh,, tell me,, what shape you used for making clothing?
because,, the woman shape are not usuall genesis zero shape.
Yes, rescaling your model after it's been imported will have that effect as well. Ensure that you import the model at the correct size. You can use the import scale options to fix this. Again though, if it was modeled off V5 then you still need to reverse the source shape otherwise it won't look right.

but it seems strange,,
if forget reverse option, often the mesh applied morph value twice.
but his pic seems jsut shrink and, changed size.
He said he can not use reverse option, that means, He did not select morph when
decide target, I think if he used, "Current shape" . because some tutorial said so.
but if use "Current shape" need import morphs from Source figure (genesis), not from template.
(it cause many times to transfer every morph, and actually,, it need not,,
they are simply generated when use it,, )
yeah now i got it. I was using default shape option Hence was unable to click reverse option

I tried so many times with reverse option, and set "current" for souce figure.
and change transfer morph setting, (check off, check on, use template, or use target, check on both etc)
but it seems not work. (actually it work sometimes,, but if I retry same step, re open ds re improt

before I bought tutorial from daz shop,, it use "curernt option" about FBMbasicfemale,
with check off "morph" check on "reverse option"
the clothing fit to genesis FBMbasicfemale shape without serch morph in the tutorial.
I tried same step so many times but ds just transfered twice morph to target,
if use "current" for source. then happened to check on transfer morph from souce,,
it worked at that time only. but now do not work.
So I do not know at all about "current" option in ds 4.5
