Victoria 42 Base -- file does not exist

Okay, I've run into a problem. I've opened up Content Library and looked under V to find the Victoria character, and I see Victoria 42 Base listed there, when I click on that, I see a bunch of squares, each of them having a picture-frame symbol containing a triangle with an exclamation point in it. If I click on one of these squares, I get asked if I want to save changes to the current scene (and I tell it No), and then it pops up a dialog box saying Resource Error, Could not open file : File does not exist.
I have seen a lot of other content on my Daz Studio Pro showing that same picture frame with triangle-exclamationpoint symbol.
What is going on here, and what do I do about it?

If the exclamation mark is in the middle of the frame it means the thumbnail is missing, ir it's in the bottom corner it means the actual content file is missing. By the sound of it you have both - either the files have been moved or the folder you installed to is no longer a Poser Format content directory. How did you install initially?
I'd installed this ages ago, then mostly poked Daz with a stick occasionally. This was on Win7 64 Pro, but I've since updated the machine to Win10 64 Pro. I'd heard that sometimes updating to Win10 borks some, particular, previously-installed programs. I don't have any really strong memories of exactly how Daz was installed, but likely I installed it the usual unpack-the-archive-and-let-it-install-everything manner. My more recently bought content shows their respective thumbnail pictures, however. I'm only now really getting into working with Daz, though, and am working my way through a teach-yourself-Daz book which was written back when Daz still had a MyStuff tab instead of a Smart Content tab. It was when I got to the part that said "Okay, go load Victoria from the Library tab and add clothes..." stage that I noticed the above files-missing problem. Another oddity I noticed is, I have the default Genesis Man character loaded in scene, and I was following the instruction in the book on adding some clothes made for Genesis Male to it, selected from MyStuff (now Smart Content).... and the book telling me the loaded clothes should then adjust themselves to the slider adjustments made to the Genisis character.... only they don't. The clothes place themselves as if attached to the body, but if I move him around, the clothes don't move with him, and if I change the sliders in the figure -- say, make him fatter -- the clothes don't enlarge accordingly either, as if they're not tied to the character at all. I wonder if this is another aspect of what's gone borkified with my installed content.
One thing to check if you unzipped manually is that you don't have a folder named Content inside the actual content folder - DS defaults to \Daz 3D\Studio\My Library in the user's Documents folder, My Daz 3D Library in the Public Documents folder. If you had Daz Studio 3, and content isntalled for it, they used a different default and that may not have been added to Daz Studio 4 as a location - that might be the root of your issue.
As for the clothes not adjusting, make sure they are fitted to the figure - if you select one of the clothing figures and look in the Misc group in the Editor tab of the Parameters pane there should be a button for Fit To - if that dosn't have the name of Genesis click the button and select Genesis from the list of figures.
To be honest, I don't remember if I started with Daz Studio Pro 4.x or converted up from Pro 3, on the other hand, I do have old Daz Studio (not the Pro one) installed seperately. My hazey recollection is that I'd installed both via the wizard, though. As for the clothes for Genesis Male, I'm pretty sure the ones I was selecting to add were ones meant for Genesis Male. In any event, they arrive in scene looking like they're matched exactly to the body, in that they're exactly skin-tight contured to the default male body... but any adjustements to the body then show poke-thru.
Should I completely uninstall it all, including content folders, and reinstall from scratch? oO
Did you check that the clothes were fitted? I'm not sure, from the description, whether Genesis is posed already or if t is starting from the zero pose.
Well, I have Genesis Male standing in the default t-pose from startup, and I select, say, JS Pants from Smart Content > Wardrobe. And then, sliding the Bodybuilder control around, I get poke-thru.
Isn't the point behind Smart Content that it's supposed to only show things specially made for the loaded character?
edit:Looks like the oldest installer I have in my downloads folder for this is DAZStudio_4.0.0.335_Win32.exe tho later installers seem to be for the 64bit version. I guess that rules out there being vestiges of Daz Pro 3 in the mix somewhere.
edit2: Indidentally, I notice I was having this error in January of 2016:
1 files required by the `I - Adding a Figure' Interactive Lesson can not be found. Check that the content is installed correctly and try again. The missing file is provided by the following product: Genesis 2 Starter Essentials
edit3: Okay, I'm strongly thinking of doing a complete uninstall of Daz Studio Pro (and DIM) and reinstalling it. Is there any kind of config file I should manually delete from some subdir somewhere that if left intact would cause the reinstalled version to "reacquire" some faulty settings, such as a wrong directory path to the runtime folder(s)?
Is there some far less drastic tactic I can use instead of a complete resinstall of the program, such as delete file XYZ.ini out of directary path PDQ and let it reconstruct missing file XYZ.ini?
Edit4: At that, I don't get why there'd be clothes provided that *aren't* "fitted," that would make no sense. And how would I tell if it wasn't? In any event, I even tried it with the two pieces of underwear, Boxers, and Breifs, that can be found by going to Smart Content > Wardrobe (while Genesis is selected above) and that appear to have been included as part of the package Kids 4 Basic Wear for Genesis, and got the same result: they didn't expand with the figure when it did. Is there something fundamentally different about the Genesis figure when it's loaded by default, and is in the t-pose, versus when one deletes that figure out of the scene and then manually loads a character? In my case, this issue of the clothes not doing anything is happening with Genesis standing in the default t-pose, unchanged from it having loaded with the default, came-with-the-original-install scene.
In any event, I don't know if something got corrupted in my runtime folder a year or more ago, or if something happened to change the directory path pointing to it. I'm pretty sure I haven't changed anything about the directory path in settings since I originally installed DS4Pro, and looking around in all the tabs in Edit > Preferences, I don't see any obvious thing that sets the general path to the runtime folder, but plenty of fields that set other files-related paths. Am I missing something?

Just try setting the Fit to figure to Genesis (using the button in the parameters pane or by right-clicking on the clothing). There isn't any reason, yet, to try drastic stuff like uninstalling and reinstalling.
Okay, after double-clicking the Briefs to add them to the character, I then right-clicked them in the scene, found the Fit to... option and set it to Genesis, now it does adjust with the character when, say, I make him more kidlike.
So, now, what do I do about the situation of some stuff not having a thumbnail picture (the picture-frame-with-exclamation matter)? Seems to be a random smattering of that all over the place. oO
Those items are not where the database says they are - either they have been deleted or moved, or they were unisntalled and for some reason the database was not updated, or the folder they are installed to is not set as a content directory of the right type (Poser or Daz Studio).
Okay, so how do I check which one of those it is? And I'm pretty sure I've not uninstalled any of the content, at least not deliberately. Could something have uninstalled them behind my back? oO
Do the files in fact exist on your system? If so, where are they?
Well, whem I go to C:\Users\Public\Documents\My DAZ 3D Library\ and look in the People folder, I see the folders for Genesis, Genesis 2 Female, Genesis 2 Male, Genesis 3 Female, Genesis 3 Male, Miachael 4, Stephanie 4, and Victoria 4. Upon going into the Genesis folder, I see folders for Characters, Clothing, Hair, Materials, Poses, and Props. Upon going into the Victoria 4 folder, I see a folder for Materials and one for Poses, no other folders.
edit: I *think* the items in the dir screengrabs might be the items with the exclamation points.... but shouldn't there be more stuff in there than what I'm seeng?
Is there somewhere else in there I should be looking, too? Say, in C:\Users\Public\Documents\My DAZ 3D Library\Runtime\ or the like?
The ones in your post showing \people\Victroia 4 are just materials for DS. The figure is in \Runtime\Libraries\Character\DAZ People, as are all the Poser-format figures from before Genesis.
FYI, the Products and Categories sections of the Content Library pane use the database so they are no more reliable for troubleshooting content problem than the Smart Content pane.

Where is that on you system, and is the folder that holds the Runtime folder set as a Poser Format content directory?
The path is C:\Users\Public\Documents\My DAZ 3D Library and I'm not sure how one checks if it's "a Poser Format content directory" in Windoze10.

You don't check whether it is a Poser Format folder in Windows, you check in Studio.
You mean something like in these screengrabs? I don't see a literal My Daz 3D Library folder there, I do see ones for Daz Connect and My Library, though. None of those show Victoria, and the My Library only shows a dragon.
Right-click on Poser Formats and select Add Runtime Directory, then select C:\Users\Public\Documents\My DAZ 3D Library
Hmmm.... and here I had this line of analysis backwards. I was thinking we were trying to rule out the possibility that the folder had somehow accidently and mistakenly gotten transformed into a Poser Formatted folder, and that if it was indeed now a Poser Formatted folder, that that was what was causing this malfunction and it needed to be switched back away from being a Poser Formatted folder for it to go back to functioning correctly.

Okay, added that folder to Poser Formats. Now, going to Content Libtary, Products, V, Victoria Base, I see the thumbnail pictures.
Does the content load correctly?
Went to Content Library > Products > V > Victoria 42 Base and clicked on !All_Mapless, and the default-loaded male figure suddenly took on that skin, I clicked V4 Arms Raised 01 and the figure took that pose.... so, yeah, I'd say the conent now loads.
