Is there a way to do this like how you can tile the texture?

My understanding is that it tiles bump and displacement at the same time unless they haven't got it fixed yet or I am wrong and it never did. :)
The "Vertical Tiles" and "Horizontal Tiles" apply to the Bump Strength field as well as the Diffuse Color; it should already be working for you right now.
Remember the default values for the Negative Bump and Positive Bump are really really small, and may have to be increased to get any visible effect. You can test that it's working right by entering a huge number temporarily.
