I would like to see this girl for gf3 with out the dark hands and including anatomical elements and vamp teeth and small horns and a tail

So she already is a G3F. Just need to find out which one. Looks like an FW or Silver character to me. 

Most characters that have skins like that (the hands) often come with regular presets as well. There are plenty of anatomical elements for G3F, and there are dark fantasy and fantasy add-ons/morphs/etc to do the vamp teeth, tail, etc. Spend some time in the store and you'll find most of them. You could always ask Val3DArt or DAZ who the girl in the promo is (though she could have been made with Skin Builder 3 as well- I think there's a preset for hands like that.)

She I think is just a quick goth makeup job. She looks like they might of started with LY Stormy (who is a 100% dialed in character using G3F body and head morph packages with new skin texture set) I don't think that is a product exactly like that picture in the store.

There are however many like that character sans goth makeup - pale and black hair, in the DAZ Store, the latest being Elizabeth for Victoria 8 / Genesis 8 Female.

Generally you have to buy the hair and clothing seperately.

I want to say she is a character somewhere (or at least that skin texture is from one), because i remember seeing it and it reminding me of Surreality's Ghostly Visions set from Rendo. Unless it was these promos I was looking at at the time and not a character. lol
