Is there a Decimator Tutorial? And can I decimate a figure except for its face or head?

Any good decimator tutorials anyone might point me to?

Also, does decimator permit you somehow to decimate parts of a figure, not the whole figure? I've tried, but it seems if I select a single part of a figure, decimator extends to the whole figure anyway
