What does "No Importer for the file format can be found" mean and how can I solve this problem?

If you are using DAZ Studio 4.0, not 4.5, and the file is a .duf file you need to upgrade to 4.5. If not then it may be enough to reisntall DAZ Studio, though telling us what the file is will make that easier to judge.

I am saving characters that I create for future use. Where do the .duf files belong?
DUF is the new User Facing file format that DS uses now. It can be a Scene file, Character Preset, Pose Prest etc etc, so you would wnat to save it where the files you are creating are normally stored. They will appear in the Content Library, that is what User Facing means as far as I can gather, so an icon will be created along with the file.
If you are saving Character Presets, you can save them in a suitable character folder, either a new one, or one that already exists, whichever makes it easiest for you to find them again. Just don't save them into the Poser Runtime area if they are DUF files.
I notice that after installing 4.5 all of the characters I created are gone. The folders are still there but nothing is in them. Where can I find my custom built characters?
Never mind. Looks like they showed up. It just took 5 or ten minutes to do so.
Daz wants to save in something called the "Character" folder. I don't see that folder on my list after my library. Where will this get saved?
Much of what your saving regardless has the DUF extension. DAZ Studio is really nice in that it allows you to organize files your own way. For instance, a Scene Subset is not a full scene, and can be dropped into an existing scene without giving special permissions. That's a DUF file. But so is a full scene.

Is this what you are seeing C:\Users\Public\Documents\My DAZ 3D Library\Presets\Characters. You don;t have to save it there if it doesn't suit you. Change the path to whatever folder you want to save it in, DS is only making a suggestion, although it is probably a good one.
Yes, DS 4.5 needs to read/import/check/fix/redo the Content the first time it is fired up...and that can take some time. It may also do that when you add/make changes to your Content...there are settings to help keep it from taking a long time by just forcing it to worry about new stuff.
