Make sure you have the iray engine selected under render options. You need that in order for the iray options to show up under the lighting parameters.
It's Luminous Flux (Lumen), usually on Light -> Photometrics page of Parameters for the light. If you hid it by mistake, click the 4 bar menu on the parameters page and "Show Hidden Properties". You can then unhide it.
On my system, at least, I only get lumens for spotlights. On mesh lights (i.e. objects that have been set to use an emissive shader) I get the units. I would have thought that the units would have been present on spotlights that are not "point" geometry. But then, I didn't design the program...

Is your render engine set to Iray? Is the Photometric button set to On for the light?
Render engine is set to iray, photometric is on.
Where is the luminance unit option supposed to appear?

Edit, duh. You want Luminance Units, not Flux.
