I know that target=next opens a new browser window, but what's the HTML target link description for a new tab?

Pretty sure that this doesn't exist. The choice of new tab or new window is a user-set preference in most browsers. I don't think there's any way to force one or the other.

The 'target-new=tab' specification exists in the CSS3 Hyperlink proposal, but I don't know if any major browsers support that yet.

On my Fun with Bundles page I use target="_blank", to open the links in new tabs.
That seems to work in Firefox, Chrome and Opera with the standard settings.
In Internet Explorer 9 it was required to change the setting for "When a pop-up is encountered:" to "Let Internet Explorer decide how pop-ups should open". That setting is in "Internet Options" on the "General" tab in the section "Tabs" click on the "Settings" button.
