do you mean the preset scenes or loading a texture map in backdrop?
you can load an uncompressed avi or preferably an image series (not gif) in the scene backdrop or in any texture map for that matter for animated textures.
For preset scenes, go into the sky editor and animate clouds etc changing parameters of choice ie cover, density from the first and final frames.
Also the completion parameter slider should be zero at beginning and the other end at the end.
and a wind speed set.
Trees can have rustle and wind added in their model settings too.
