What is the best CPU for rendering with 3Delight with a windows 8 64 bit pc?

1) The 'Best' one is the fastest one you can purchase. 3DL is a software base rendering engine so the more processing power you can throw at it, the better. I have a Core i7-2600 - Sandybridge processor overclocked to 4.2Ghz and I get very reasonable render times out of it.
2) Technology is always moving forwards and new processors are inevitable in the race to design the next superchip. Just research and shop around. Some chips have a sting in the tail, so be careful about red herrings and always read multiple reviews on a particular chip if it sounds too good to be true. Because it probably is.
