I pretty much just want to use inkscape for drafting...and I have no idea what tools to use to copy what he's doing.

Looks pretty straightforward to me. If you're new to Inkscape I'll suggest you first learn how to use the different tools, then you can easily figure it out yourself. The basic tools are the same and works basically the same way in most vector programs. He's mostly using the Pen tool here, here's a little demo showing how to use it in Inkscape:
