    To stop the cloth going through the floor you need a thicker, more solid floor.

    ...so the floor plane on Blondie9999's Backdrops made easy isn't sufficient? Not wanting to bog down the process with a more complex model.

    When it comes to floors, remember that the cloth doesn't collide with the object, it collides with the polygon edges of the object mesh. If the mesh is too open, the cloth will "fall through the holes". If the floor's smooth and flat, try adding a plane primitive with a bit more mesh density, lay it flat on the floor, make it transparent and set the cloth to collide with it instead of the floor.
