A part of the hair seems to be inside the head.
Check the morphs for the hair, there are probably adjustment morphs included.
I DID BUT THERE IS NO SCALE ABILITY
It looks like it's not fitted properly. What figure were you trying to put this on? If it wasn't one that the hair was orginally desgined for a dialog box should pop up asking you how it should be handled.
