Recently bought a hooded figure, realized there was no hood-down morph. Can I add a bone and fake it? If so is there anyone who can describe how this is done?

theoretically, yes you could. Bit difficult for someone to describe the rigging process, you'd be better off looking for video tutorials. There are a few around.
If it was me, i would create the morph myself with zbrush or another modelling application. Probably easier
Mabe you could also use D force, try to make the hoodie solid with a map and just let the hood out. Then you could fold it down nicely.
Another option would be to export the hoodie to a 3D modeller and move the hood there. reimport as morph. Blender or hexagon would be free packages that allow you to do that.
