Scene Identification>Preferred Base - What does it mean?

I don't remember to see this option before DS 4.6 and I was unable to find any reference to this in the Documentation Center. Are there someone who knows what it does mean?

As I understand it it's which TriAx figure the item goes with, now that we have several to choose form.
