This might be a good "how would you try to...?" thread. I'm not sure there is an official way, but I bet people will have creative ideas.
I think I would try to replicate greeble-type stuff on the surface of a skull then make the skull invisible. Then I would play with the transparency, translucency, alpha, etc.of the greebles. Might even apply a tiny blur of some sort.

I think it could be possible with surface replicators, but it should be very hard to render.
Primivol plugin might work also.
