Does anyone do custom figures?  

For example, are there any content developers whom one can send photos of a person to, and they will develop a custom figure for one of the base figures (e.g. Victoria 4.2, Genesis 8, etc.)?

If so, how does one find these developers and any ideas on what they charge to develop a custom character?

your best bet would be to try the facegen app https://www.daz3d.com/facegen-artist-pro

I have used the demo and if you have good face images, it does a really good job and also creates textures based off the photos. Also probably 10x cheaper than a custom job
