Have you modified the geometry, or just added a new bone? You should not be getting results like that with the different sub division methods, which have nothing to do with the weight-mapping.
Looks like you might have reversed the winding order with the polygon group tool. I got the same thing when I tried that and with the new catmark sub-d algorithm I get a spike terminating at 0,0,0 center point.

Studio uses winding order to determine normals direction. With the polygons selected right-click and in the options that pick Polygon Editing / Reverse Winding Order.
