Way back on my old desktop, it had Windows Vista...on that OS, I would edit it with the program Vista had
I would use the Red Eye tool on this small part of the render and the file size was reduced by a lot
No image loss, nothing changed
But now I do not have that handy tool with Window 7/8
Are there any other programs that can do just what the Vista did?

If so, you should be able to do that in any image editor.
I think that was it...but they removed it form Windows 7
They did, so you'd need an external app to do it. If you don't want to use a full image editing program like Photoshop or Gimp, then you can use something like Irfanview or Windows Live Photo Gallery.
Alright, guess I'll just look for a tool that reduces the size when I edit it

I have windows 7....there is a "Photo Gallery" that has a button for Red Eye correction:
Open Photo Gallery by clicking the Start button Picture of the Start button, clicking All Programs, and then clicking Photo Gallery. Then open the image and look for the Red Eye icon.... the image file size didn't reduce too much for me, though.
That's not present by default. At some point the Windows Live Photo Gallery I mentioned earlier was installed on your machine.
Practically all graphics programs and picture viewers can reduce the size (in bytes) of a file in different ways. BMP, PCX. GIF and other true bitmap formats can usually be reduced greatly in size by converting them to a compressed (lossy) format, e.g. JPG, without any noticable reduction in picture quality if you use a reasonably low compression rate (75+). JPG files can be reduced in size by re-saving them as JPG using a higher compression rate, though the picture quality is reduced proportionally with the compression rate (not always noticable though if you don't exaggerate the compression).

Edit: actually IrfanView can do that too, I can see, but the Serif program has also a lot other editing tools that IrfanView doesn't have.
