I've got the software to create obj files, but have no idea how to make textures without Photoshop (Which I can't afford) and more importantly how to make the files for the Libraries folder, my biggest problem is that I have taught myself everything I know about computers, so most of the terms people who know about that stuff often mean nothing to me.
The programs I have are are DAZ 3.1, Hexagon 2, Wings 3D 1.4 and PhotoScape.

Hello
You don't need to own Photoshop to make textures, their are some free programs that work as well for making textures that won't cost you anything, there are also cheaper programs, all the programs listed below can edit images in a similar fashion as photoshop. Just pick the one you like using.
Free image editing programs that can make textures in a similar fashion to photoshop:
Gimp - http://getgimp.com/
Hormil StylePix - http://hornil.com/en/products/stylepix/
Paint.net - http://www.getpaint.net/
Chasys Draw IES - http://www.jpchacha.com/chasysdraw/index.php
Not free image editing programs that don't cost as much as photoshop but can also make textures:
adobe Photoshop Elements
Corel PaintShop Pro
Serif PhotoPlus
and many others
Does Photoscape support layers? if so it should be able to create textures - being more precise depends on what kind of texture, but the tools used are mainly generic (though the exact name and the layout of any dialogues is likely to vary).
In DS 3 you'd either save as a scene, or sue the free OBJ to prop script to make a pp2 (or both - plus materials presets for redoing the DS materials on a prop). The script should be in the old index of free scripts, which you can reach from the current version in my signature.
The proper file structure is pretty easy after you do it a few times.
Object files go into the DAZ Studio Runtime/Geometries/FILE NAME or other Folder Name/Object File.obj
Texture files go into Runtime/Textures/Same as above/Files here
Then you load from those folders at creation time for a Poser type prop.
For DAZ Studio type Props it's almost the same but once Saved as Support Asset>Figure/Prop Asset you will have a DATA folder for the item that no longer calls the obj file. And the textures can be in the DAZ Studio Materials folder instead of Runtime/Textures.
The important thing is have all files IN the DAZ Studio Content folders at creation time.
I have a small tutorial here that may be of some use - http://www.daz3d.com/forums/discussion/5436/
