No one is but it is open to whoever wants to.

I'm going to say not many users of those programs wish to tackle the DAZ Scripting language and take the time to learn what is needed to write the plugins so they talk to from DAZ Studio properly.
99% of these things are done by third party's for profit. If they see it as not paying off for time spent I do not see it/them getting done by anyone.
Both Carrara and Daz studio have a SDK for anybody to develop plugins.
if they can code and have and use those programs!

You do understand your ideas, valid ones at that, will still not get things rolling right now? The planned development of DAZ, if they follow normal business models, has been charted out for some time yet to come. And for all we know, as users, some of this is being done. But again as users we will not know because telling us would also be telling others that might wish such things to never happen, whomever those might be.
I'm reading and agreeing but I'm also thinking these are the very type of things we will not know until they are so close to live it can not hurt DAZ or others to let us know about them.
I like the Poser Fusion plugins. Well I've only used it for LightWave, but it is a handy plugin that allowes for posed and animated characters to be exported from Poser to LightWave. Very tidy little plugin it is. Walk designer with Poser Fusion makes populating an area with ambling crowds very easy. Would love to see something like this for DS. Unfortunately I have all the coding skills of a can of baked beans.
