Cowls, veils, and masks

When fitting a loose fitting cowl or mask to a figure is there a projection template that works best to ensure a nice smooth weight mapping? Seems things get messed up with whenever anything drapes from the face to the chest.

Looks like the easiest thing is to just use no projection template and then go in and manually smooth the weight maps. The long hair gives really nice neck movement but you get a lot of poke through everywhere else.
Ot use a template and then edit, but yes for something like that I would expect it to need a lot of refinement - possibly extra bones, not just modifying the weighting (certainly for a veil I'd want to aim for having it move with the head and then have posing controls for the drape).
