Pose Preset not applying collar>shoulder properties

Hello,
I saved a bunch of pose presets for a character, but when I go to apply it (to the same character) in a different scene everything works except for the arm properties - they stay in the zero'd (parallel to the ground) position.
All purchased/standard poses apply fine. Any ideas as to what could be causing the problem?

As you know, there are many file type for poze perset,, which file type of poze preset, do you use?
ds. dsa, or dsf. duf. or poser pz. and which type figure did you use?
genesis or other generation figure?

About your saved scene.duf ,if the figure nodes parameters are locked without intention?
if your ds version is ds 4.6 prodcut version (not beta)
In scene tab, select figure root node. then r-click and select childrens.
it select all nodes of figure.
then click shift + U (unlock selected nodes parameters)
if you had some properties rocked, all properties (parameters) are un-rocked now.
then try to apply your poze preset again. if it worked, there had been some locked properties.
and when you save poze preset,
May not you forget to check on about sholder and children nodes?
you must need to check about properties which you want to memorize.
(eg you may not need to record root figure translation, or node scale about poze preset)
if you did not check the properties, the modified value are not saved.
you can test your poze preset, with default genesis.duf in new scene.
and your preset can work or not.
if it can not work, I think, your poze preset did not save the sholder property value.
And when apply poze presets, if you click the poze.duf with ctrl key, it shows option of poze preset.
we can tweak it, to apply selected part only. and reclusive, etc.
but without ctrl key, poze preset need to work as defualt setting.
it will change value about all properties (nodes) which you recorded in the poze preset.

I am saving them as pose presets in Daz Studio 4.6 Pro, in *.duf. I tried a few of the things you recommended - selecting children, unlocking, etc.) and it still does not work. The presets do work, though, when I load a new genesis character in a new scene. Could the answer be there somewhere?
I just figured out that the problem is with the hair that is applied to the figure. In order to use a genesis 1 ponytail with a genesis 2 figure (and take advantage of the pose controls for the ponytail) I have to parent the hair to the figure instead of fitting it to the her. When I do that, for some reason, the pose preset that is applied does not apply to the collars and shoulders of the figure.
I just tested this with poses for Genesis and G2F while the V5 Elite pony tail hair was parented to the head of G2F and can confirm that it is occuring.
