I have Carrara 8.50 build 243 and what I would like to know is when you use soft body modifier how do use settings for cloth, I don't see one listed in the parameters at all. Here are the settings that I used thus far.

I do not know if there are presets in C8.5, but I know that the adjustments are very delicate according to the required result.
The material also should be seen (“plastic” is good for a flag)
You must also see the gravity of the scene and, if your flag does not move, you must add one or more forces.
I read today an interesting topic of Hollywetcircuit concerning the movements of a flag but the forum is so vast that I do not find any more! (Holly, where are you?)
You can also see this small test which I carried out for the site “Carrarators”: http://www.youtube.com/watch?v=TFknRep9eUo

Edit: I did many tests with simple clothes "home made", but never good performances…

The parameter settings shown in this video might help.
