[Tan lines for G3/G8 that darken tanned skin, not lighten covered skin] This seems a no-brainer to me, but the packages I've gotten all do it backward. Covered skin doesn't get lighter than its base - why do the tanline utilities do it that way?

Probably because they are thinking of keeping the look of the base character over all, but with tan-lines. Depending on the product you might be able to mix the tan-line procedure with a skin tanning product to get the desired result.
Back in my Poser days, when I knew what the heck I was doing, I'd adjust the base color of the skins in question (in the Material Room) to give them a bit of a tan to counter the lighter skin effect. You can probably do the same in the Surfaces settings of your figures.
You could invert the masks, then darken the exposed skin areas. Gimp or Photoshop to invert them.
Personally, I prefer to darken the skin and lighten it in the protected area.
