energy and radiance

Is there such a think as an uber-surface light or uber-volume light that can act as a shining, radiant body within the picture? I'd like some actors to be so shiny that their surfaces are the light source. I've been trying spotlights and point lights but they don't do what I want them to do. There's no uber-surface/volume uniformity.
Lightning bolts, laser beams, big glowing orbs of plasma, angelic beings, fluorescent tube lights - for example. It would be perfect if such a product existed that would function like a shader.

Its called Uber Area Light. The Base can be applied to any material zone, it will cast real Shader based light. You will also need to ADD some Ambient glow and color to the figure as Area light will only cast a light, The Glow effect around the body or item will need either the Uber Volume used in the render or Atmospheric Camera's to get that glow in the air your after.
To me 2D postwork is faster and can be used with rendered in lighting to do the same without the long render time Uber can cause in High render settings.
