Pretty sure whatever's used in Torprin Tower is 3Delight and may or may not look good in Iray without tweaking. There's a couple of options in this set (note the "flaming hands" promo images) that could be scaled up and tilted and put in a dragon's mouth.

If you don't mind 2D Billboards, Jepe has some dragonfire effects in his Z-series (i.e., Dragonfire, or FlameZ, among others). They've also been updated with Iray materials, so don't let the ancient SKU fool you.

Jepe's effects were initially released before Iray, and they still have 3DL versions. See the ReadMe for details.
