That happens quite a lot! It's a little effort, but either using the Y translate in the Pose tab or the Translate in Y of the Universal selector tool for the overall figure (not the shoes!) move the figure up slolwy, then carefully adjust/nudge the position. I tend to have a process for this:
select one of the feet of the character, hit Ctrl-F for 'Frame item' so thst the camera 'zooms in' for a close-up. Select the overall figure and adjust Y translation. I also, generally, adjust the camera view so that I am looking up at a very sligth angle to the underneath of the surface on which the character will be standing. I cna then see just when the soles of the shoes, fete, etc., start to poke through and that is just about the right position!
Be warned that if the ground surface has bump, displacement or normal maps the actual render may still show the poke through issue.
