     Yes she's an iray render. The original render is at 2000 pixels and then reduced here to 800pixel. Its important to render larger to increase the quality of the details.  Rendered with my GTX980 and DS 4.10  and took approximately 17minutes.

    The #185 AI renders from some people are not quite there. Extra fingers or missing limbs. Such as is her arm missing in the third sample of that image?

     It is called Tom Clancy's The Division with the story set in New Yorl City,  yet interesting you mention Montreal,  because Ubisoft has an office in Montreal.  It is possible they could have used reference photos during development.
