Is it possible for a point light to ignore the skydome and shine through or do I need to find another method

What are you trying to do?

A point light gives very little light unless it is right next to the object you are trying to illuminate.

Basically add shadows to a uber type light. And a light to imitate the sun.

A point light shouldn't have to 'shine through' a skydome...it should fit inside with no problem. It's not an 'infinite' light, like the distant light is.

And Uberlights should already be 'shadow casters'.

As for a 'sun' a spot or area light are probably 'better'...you can adjust the spread angle on the spots.

Distance lights ARE designed to be Suns and ambient fill lights. All the lights in DAZ Studio can be LOOKED through like a camera to aim them if that is what you need. Positioning lights in scenes is a skill that needs learned as well as the different types of lights and when to combine them all for the lighting your after.

As others have said, distant lights are the way to go for sun lights (and sky for that matter if you're willing to create a whole "dome" of lights). That's what they are made for.

As for not casting shadows on the skydome, make sure that the skydome's materials settings are set such that "cast shadows" is turned off. Since a distant light doesn't actually have a point of origin, only a direction, you'll drive yourself nuts trying to get a distant light "inside" a dome. You have to turn off shadow casting on the dome itself.

Point lights (whether the default DS ones or some of the more advanced versions) are mostly intended for things like bare light bulbs, candles, etc where casting a light in a full sphere is desired.
