    Theres a few like it OutofTouch over at rendo do a few that might fit,

    Yes, this one is a bit similar, but the hair we're talking about is definitely hand-painted. One interested may find a lot of stocks of such hairdos on DA for example. If it was a 3D hair, it would react to lighting at least a bit, while this is certainly two-dimensional.

    Not always, if the texture had no highlights baked in and there was no specularity, it would be flat, no matter the light. I do agree though, looks painted from how fine the ends are
