I think it's a kit bash. I am almost positive the dress itself is sexy silky with original red/lace texture. (Take a real good look at the lace detail on chest and back of dress and I think you'll see the likeness also.

I agree about the look now you've pointed me in the right direction. Lucky me, I have the sexy silky dress, and I have a different short sweater. That means I can pull off something similar without getting anything new.
