a resin one might be able to but it still needs thickness on leaves
And are the leaves fullly modelled, or are they driven by transparency?
errr guess is impossible
mebbe glue leaves on to branches sounds messy tho
you could make nicer minature trees by hand using pipecleaners for pines, and paper covered wire, glue and flocking for others with beading leaves from a craft shop

The folks who do model railroads (physical models, not virtual 3D), have online tutorials for a variety of ways to make trees for their railroad sets. Here is an example.

I myself would not bother modelling a tree when you can get perfectly good tiny dead tree like bits of plants or use the food dehydrator and then dip them in two part epoxy resin and add fake foliage and spray with varnish
fake foliage could be coloured cotton wool
one could use a little florist wire though too for studiness
but honesty bits of plastic Christmas tree would do too
and low and behold a video doing what I would do, using dead bits of plants
