Does anyone know where I can get textures just like these? or one who is so talented in creating textures :) for use for V4 Poser version with either MFD or POTS with expansions ..
any help will be greatly appreciated

If you're using DAZ Studio I'd say Fisty's sparkles ( http://www.daz3d.com/sparkles-for-studio ) look like they could do the trick. I got them when Fisty generously gave people who commented on her WIP thread a free copy but when I rebuilt my runtime I realized she had password protected the zip and I don't have it anymore so I cannot post a sample render. I'll have to buy them because they're quite good. Check the link, some of the sparkly materials are semitransparent (useful for the cape) and the sparkly ones can be tiled small for the dress. They are really good shaders.
thank u for bringing that to my attention.. however it's poser I'm using.. when it comes to using daz studio... I'm clueless..lolz..

Alas, the "12 Days of Princesses" and "12 Days of Villianesses" that Mylochka did didn't include Elsa (probably because the movie wasn't out last year), and they're the only Disney-style textures for the MFD on my list. And I haven't see Mylochka online lately...
But maybe, just maybe, one of chohole's MFD textures might be close enough. Maybe.
(Digression: Does anyone else think the characters from Frozen look like they were designed by 3DUniverse, or is that just my imagination?)

Just a followup on the the sparkly shaders. I regained access to the shaders (thanks again Fisty) and decided to do a quick "out of the box" render using the MFD and some of the shaders in that pack. Didn't try to match the dress precisely, just used the default material zones in the dress with the shaders applied. On the bodice and skirt, a sparkly shader. On the bust and sleeves, the starry sheers. With some work on transmaps it could come fairly close, maybe. Once again, I highly recommend this shader packagem very versatile.

Neftis Romantic Braid would work. Take a look at Valea's catalog as well and 3Dream and Mairy both here and at Rendo. Titania hair over at RDNA. Also check out Propschick and Swam both here at DAZ and over at Rendo. You should be able to find something.

Regarding hairstyles, stuff from Ali at Rendo should work, for example Hr-127.
Ali has a lot of braided styles which are all rigged and posable. Her store is on sale at Rendo until Saturday. Her stuff would look well on a character that's based on animation. It isn't 'Toon hair, but the edges are clean.

Since the OP's using Poser, I'll recommend Parrotdolphin mats at Rendo and Lilflame's Wicked Nets also at Rendo (reduce the scaling to get that sheer fabric look).
I still like Wilmap's version more... but I'd certainly be happy to get this one once.
I haven't used dynamic cloth in a long time, I'll have to find tutorials to relearn it, any chance the dynamic clothes for v4 could be scaled to fit G2F?
