Have you tired reinstalling the Catalyst drivers for your card or updating them?

I am running an ATI Radeon HD 5870 and Catalyst 12.1 on Windows XP x64 and it tells me I have OpenGL 4.2

    This is in DS 4.6.2.120

When you upgraded your system, all your updates to the graphics card drivers — which control the OpenGL version the card can support — were probably lost, dumping you back to the card's base default capabilities. You'll need to update those drivers again, especially since you've gone up from 32-bit to 64-bit.

Note that it doesn't much matter how new or powerful your graphics card is, it will never have up-to-date drivers in a newly updated system, until you check on the card manufacturer's website (or Apple, for a Mac OSX system) to see if there's a new version available.
